Il Capo Verde costituisce infatti, con le isole europee delle Azzorre, di Madeira e delle Canarie, la cosiddetta Macaronesia, dove esistono da sempre legami storici, culturali, linguistici e di complementarità che caratterizzano tuttora le relazioni e la cooperazione fra i suoi membri.
