J. whereas Egyptian civil society organizations have repeatedly expressed their deep concern about the draft NGO law, which would impose complete and unjustified control over civic groups and subordinate them to security and administrative bodies and allow for very harsh sentencing of human rights defenders; whereas civil society organizations have been given a repeatedly postponed deadline to register under law No 84, which places severe restrictions on the independence and activities of NGOs, or face criminal charges; whereas a presidential decree of 21 September 2014 amending the penal code places severe consequences, including life ...[+++] sentences, on NGOs receiving foreign funding for the vaguely formulated purpose of ‘harming the national interest’; whereas Egypt’s leading human rights NGOs have stated that the current repressive environment has reached levels unseen even under Mubarak’s authoritarian regime; whereas Government-sponsored media have launched an unprecedented smear campaign against Egypt’s independent human rights NGOs;

C. whereas the Russian law on ‘foreign agents’, adopted in July 2012, requires NGOs that receive foreign funding and are engaged in ’political activity’ to apply for inclusion in a special government list of foreign agents, meaning that they are then subjected to additional close scrutiny by the government, and requires all their publications, press releases and reports to state that they have been produced by a foreign agent; whereas the law was amended in May 2014 to allow the Ministry of Justice itself to register such NGOs as ‘foreign agents’;

F. whereas Egyptian Law 84/2002 regulating the functioning and activities of NGOs, adopted under the regime of former President Mubarak, continues to be used against civil society organisations in Egypt; whereas the raids on NGO offices, and the court sentences against NGO workers, are clear indications of an urgent need to adopt a new law and new regulations protecting and encouraging civil society activities in the country; whereas, on 29 May 2013, President Morsi sent to the Shoura Council a new draft law on NGOs that has provoked widespread criticism; whereas this law, if adopted in its current shape, would further strengthen and ...[+++]institutionalise state control over civil society by giving excessive powers to the government; whereas any new law on NGOs should be drafted in full cooperation with Egyptian civil society actors, must fully comply with the country’s international commitments and obligations, and should follow international standards;

7. Underlines once more, that the Tenth EDF should focus on a limited number of areas, while involving non-governmental organisations (NGOs) that are effective at local level and that are properly audited, in order to avoid the harmful effects arising from the proliferation of objectives; calls on the Commission to make merit-based use of local- and European-based NGOs, in particular in cases where the management of projects and programmes by NGOs and international organisations (Multi-Donor Trust Funds) is more efficient and cost-effective than management by the Commission and where their activity generates projects that remain sustain ...[+++]able after the financial support has expired; urges the Commission to provide Parliament with clear information on the composition of NGO's own resources for specific projects which are partly financed by the EDF and by the NGOs themselves;
