Nelle successive riunioni di Göteborg, Laeken e Siviglia, il Consiglio europeo ha ribadito che, se i negoziati e le riforme proseguiranno al ritmo attuale, l'Unione europea è disposta a concludere i negoziati con Cipro, Malta, Ungheria, Polonia, Repubblica slovacca, Lituania, Lettonia, Estonia, Repubblica ceca e Slovenia per la fine del 2002, sempre che questi paesi siano pronti, affinché nel 2004 possano partecipare alle elezioni del Parlamento europeo come membri a tutti gli effetti.
In its successive meetings in Gothenburg, Laeken and Seville, the European Council reaffirmed that, if the present rate of progress in negotiations and reforms is maintained, the European Union is determined to conclude the negotiations with Cyprus, Malta, Hungary, Poland, the Slovak Republic, Lithuania, Latvia, Estonia, the Czech Republic and Slovenia by the end of 2002, if those countries are ready. The objective remains that these countries should participate in the elections for the European Parliament in 2004 as full members.
