In secondo luogo, VECAI sostiene che gli operatori cavo sono, loro sì, tenuti a pagare un canone agli organismi di gestione dei diritti per conto di NOS RTV; considerato da NOS RTV e dal governo nazionale un canone di gestione, detto canone sarebbe invece per VECAI un canone per i diritti di proprietà intellettuale dissimulato.
Secondly, VECAI argued that the cable operators actually do pay a fee to the organisations which manage rights on behalf of the NOS RTV, but the NOS RTV and the Dutch Government regard this as a management fee. According to the VECAI it is a fee for intellectual property rights in disguise.
