(15) Il regolamento (UE) n/. del Parlamento europeo e del Consiglio, del ., (in appresso: il "regolamento di esecuzione comune") stabilisce norme e procedure comuni per l'esecuzione degli strumenti di azione esterna dell'Unione, ma occorre conferire alla Commissione anche la delega per l'adozione di norme più specifiche che stabiliscano condizioni uniformi di applicazione del presente regolamento, in particolare per quanto riguarda le strutture e le procedure di gestione come pure l'estensione dell'ammissibilità all'assistenza a titolo dello strumento istituito dal presente regolamento ai paesi non elencati in allegato allo stesso.
(15) While Regulation (EU) No ./.of the European Parliament and of the Council of (hereinafter "the Common Implementing Regulation") establishes common rules and procedures for the implementation of the Union's instruments for external action, delegated powers to adopt more detailed rules establishing uniform conditions for implementing this Regulation, in particular as regards management structures and procedures as well as extension of eligibility for assistance under the instrument hereby established to countries not listed in the Annex hereto, should also be conferred on the Commission.
