In accordance with the first sentence of Article 17.5 of the Rules of Procedure of the ECB, the Governing Council has adopted this opinion.

The Governing Council has decided to take such measures, which require amendment of Decision ECB/2004/2 of 19 February 2004 adopting the Rules of Procedure of the European Central Bank (2), to be applied as from the date on which the number of governors exceeds 18.

To organise matters efficiently, Article 10.2 of the Rules of Procedure of the ECB recognises that, while all work units of the ECB are under the management of the whole Executive Board, individual responsibilities are allocated for certain activities with a view to achieving a degree of burden-sharing and some division of labour.

An area-wide model used at the ECB, which models the aggregate behaviour of the euro area economy, will be published in this working paper series by ECB staff, probably at the end of this year or early next year.

5. Regrets that the European Central Bank and the European Investment Bank have opted to remain outside the legal framework of the Union in that they refuse to take the decisions provided for in Article 4 of OLAF Regulation (EC) No 1073/1999 which would allow OLAF also to carry out internal investigations in these two bodies, with due regard for their independence and with the sole objective of effective protection within those bodies against fraud and corruption; instructs its President to take the necessary steps to ensure that Parliament supports the Commission as an intervening party in its actions against the two banks with a view ...[+++]to enforcing the provisions of the OLAF Regulation;
