The Customs 2002 programme, adopted on 17 December 1999 [11] and covering the period 1 January 1996 to 31 December 2002, was the successor to the Mattheus programme, [12] which had existed since 1991 for the training of customs officials and administrative cooperation and, from 1 January 1998, also covered the IDA programme.
