ffshore terminal or anchor in an area under the jurisdiction of that Member State, when the ice conditions require the use of an ice strengthened vessel, provided that the heavy grades of oil are only carried in the centre tanks of the oil

"2 bis. Toutefois, jusqu'au .[deux ans après l'entrée en vigueur de l'acte modificateur], lorsque les conditions de gel requièrent l'usage de navires renforcés pour la glace, un État membre peut autoriser à entrer dans les ports, les terminaux en mer et les zones d'ancrage relevant de sa juridiction un pétrolier à simple coque transportant des produits pétroliers lourds, pourvu que ceux-ci soient stockés dans les citernes centrales, à condition que la coque de ce pétrolier soit renforcée pour la glace et qu'elle soit munie d'un double fond non utilisé pour le stockage du pétrole et s'étendant sur toute la longueur du bâtiment".
