23. For the purposes of the Contaminated Sites Regulation, the standard to be applied for remediation is a standard consistent with industrial land use.

(e) a department or agency of the federal government, a provincial government or the government of a city, town or regional municipality if the department or agency that applies for or holds a licence from the Commission in respect of a contaminated site that is abandoned on the coming into force of these Regulations and the contamination did not result from the activities of the applicant or licensee; or

For the purposes of this Regulation, decommissioning covers preparatory activities prior to the final shutdown (such as developing a decommissioning plan, preparing the licensing documentation and waste infrastructure projects) and all the activities taking place after the reactors are shut down, i.e. the removal and the final disposal of spent fuel elements, the decontamination, dismantling and/or demolition of the nuclear installations, the disposal of remaining radioactive waste materials and the environmental restoration of the contaminated site ...[+++].
