Calls on all EU institutions and Member States to implement the Common Position adopted on 16 June 2003, in particular Article 5, under which they undertake to continue drawing the attention of third states to the EU Guiding Principles adopted on 30 September 2002 when considering proposals for bilateral agreements, and urges the upcoming Italian presidency to adapt and update the Action Plan adopted last May 2002, in accordance with the new Common Position;
