Sur la base des conclusions de cette mission, l'UE attire l'attention du gouvernement congolais sur certaines insuffisances constatées lors de l'organisation et de la mise en oeuvre des élections présidentielles, notamment la difficulté d'accès du public aux textes électoraux, les modifications mal maîtrisées des listes électorales, la distribution tardive des cartes d'électeurs, une répartition insuffisamment claire des tâches entre la Commission nationale de l'organisation des élections et l'administration ainsi que l'accès limite de certains candidats aux moyens de communication nationaux.
