2. Calls for the Commission to represent the European Union at the Fourth World Water Forum with a mandate to seek recognition in the final ministerial declaration that access to drinking water is a fundamental human right; calls, in this context, for the European Union and its Member States to propose, under the auspices of the United Nations, the drafting of an international treaty on water and the management of water resources which recognises the right to access to drinking water;
2. demande que la Commission représente l'Union européenne au quatrième Forum mondial de l'eau avec pour mandat de faire reconnaître, dans la déclaration ministérielle finale, que l'accès à l'eau potable est un droit fondamental de la personne humaine; demande, à cet égard, que l'Union européenne et ses États membres proposent, sous les auspices des Nations unies, l'élaboration d'un traité international sur l'eau et la gestion des ressources hydriques, reconnaissant le droit à l'accès à l'eau potable;
