On the distinction between rules-based regulation and the flexibility of judgement-based regulation, many of those with whom the Committee met in Washington and New York did say that, in an " ideal" world, they would choose a more flexible approach to deal with safety and soundness issues and a rules-based approach for consumer protection and disclosure.
