This involves enforcing the common rules and supplementing, adjusting or simplifying them for all modes where necessary on the basis of observation and experience. The internal market framework needs to enable integration between modes in order to optimise the functioning of the transport network.

In the economic field, the main challenges are in the area of market competitiveness and competition, notably in key network sectors such as telecommunications, and in implementing fiscal reforms aimed at reducing the dependence of the budget on oil revenues.

Takes the view that ICT will in future contribute to managing energy supply and demand and make consumers more active in this market; calls on the Commission to bring forward without delay proposals, in line with the third internal energy market package, for the development, promotion and standardisation of smart grids and meters as this will increasingly allow the involvement of more market participants and boost potential deployment, development and maintenance synergies throughout the telecommunications and energy networks ...[+++]; calls on the Commission to give particular support to research and development in this sector; emphasises that important factors in this regard include not only planning certainty on the providers‘ side but also acceptance by consumers, who should be the main beneficiaries of smart meters and whose data protection rights need to be ensured in accordance with the new data protection directive; urges the Commission to carefully evaluate the cost and benefits of smart-meter-rollout and their impact on different consumer groups; acknowledges that consumer engagement is vital for the success of smart-meter roll-out;

Special attention will be paid to research aimed at improving the space component of monitoring systems targeting critical infrastructures, such as telecommunication networks, terrestrial and marine transport, energy infrastructures as well as deployments on European networks, mainly beyond Europe's borders.
