Lawrence MacAulay: With regard to the Department of Fisheries and Oceans’ (DFO) budget for Small Craft Harbours (SCH): (a) what was the total budget for SCH for each of the years from 1988 to present and what were the regional budgets for SCH in each of the years from 1988 to present; (b) what is the current projected budget for SCH for 2012; (c) are any of the SCH budget funds allocated for the regions being held back in a reserve; (d) what, if any, harbours are currently identified as “national priorities”; (e) are there any harbours which are slated to become “national priorities” in the next ...[+++]five years; (f) how much money has been spent to date on the Pangnirtung, Nunavut wharf and from what budget; (g) how much remains to be spent on the Pangnirtung wharf in the future; (h) is the money being spent on Pangnirtung affecting the money available for regional budgets for SCH; (i) what is the total breakdown of all money spent on any and all “national priority” harbours to date; (j) what is the complete breakdown of money spent to date from the $71.6 million in storm damage funding for Small Craft Harbours announced in March 2011; and (k) if the full amount of $71.6 million in storm damage funding has not yet been spent, does the government intend to spend that money and when and where will it be spent?

Other priorities may be acceptable, but the region's decision to set a priority on the tourism industry should be supported by the federal government and the regions should not be saddled with priorities that are not often acceptable.

It will comprise in particular: a) an increased effort to provide information about ECSC conversion loans and the possibilities for assistance, particularly in those regions which have not made sufficient use of these loans until now; ./. - 2 - b) greater responsibility will be given to the regional partnership (Monitoring Committees of the Community Support Frameworks) to monitor and coordinate these loans with the regional development priorities in the CSF; c) ECSC financial support in the form of interest-rate subsidies on these loans will be programmed until end of 1993; this programming consists of a regional indicative allocatio ...[+++]n in the operational budget of the ECSC of the appropriations envisaged in this connection; d) greater geographical concentration of aid in the form of interest- rate subsidies will be sought during 1992, in cooperation with the Member States, giving priority to the regions eligible for ERDF assistance, i.e. those having the greatest difficulties with the conversion of ECSC industries; e) the conversion loans will also be concentrated on the sectors given priority in the Community support frameworks; f) in exceptional cases justified by the socio-economic situation of a region, an additional interest-rate subsidy can be granted by the ECSC or the European Regional Development Fund.

Technical Assistance is also available for the costs of administering the programme outside central government, for innovatory actions, and for publicity (1% of total resources) Among the main points are: - the ESF intervention rate will be 45% for non central government actions and central government actions on priority 4, and 35% for all other central government actions; - all central government cofinanced actions will be for those unemployed for twelve months or more in three specified programmes, ensuring greater concentration of ESF resources in central government programmes; - region ...[+++]al subgroups will advise the Monitoring Committee on the proposals for projects in their region, to ensure improved relevance and better coordination at the local level; - a separate subgroup for each priority will advise the Monitoring Committee on all matters related to the priority; - the Monitoring Committee and the regional and priority subgroups will be able to extend their membership through the addition of specialists; - explicit mention is made of the need to make available different combinations of measures - the 'pathways' - to provide a planned route to the labour market; - multi-annual approvals will provide improved forward planning and a greater degree of confidence for sponsors and beneficiaries; there is provision for ESF support for the training of trainers in the priority for the excluded.
