1. Considers that, within the codecision procedure, even if from a legal point of view the Commission may withdraw its proposals pending the adoption of the common position by the Council, any such withdrawal must, in any case, be consistent with the principle of genuine cooperation as laid down in Article 10 of the EC Treaty and as applicable between the European Institutions;
1. considère que, dans le cadre de la procédure de codécision, même si, d'un point de vue juridique, la Commission peut retirer ses propositions dans l'attente de l'adoption de la position commune du Conseil, un tel retrait doit, dans tous les cas, se conformer au principe de la coopération loyale tel qu'il est énoncé à l'article 10 du traité CE et tel qu'il est applicable entre les institutions européennes;
