26. Takes the view that the commercial exploitation of research findings in the EU is inadequate or too slow, and recommends establishing business incubators which actively seek innovations and are in contact with higher education and research establishments, and whose task is to promote the commercial exploitation of research findings, for example through enterprise contacts or by helping to find ‘business angels’ or seed capital for starting new businesses;

The study will deal with the main topics of the current public debate, such as the future of printed scientific reviews, the risks associated with increases in the price of publications in terms of access to information for researchers, open access to research findings for all and the need to reconcile authors’ rights and the economic interests of publishers.

16. Reiterates its calls to stop the trend of lower spending on research in the Member States and to strengthen coordination of research activities and policies as the key component of the new economy; real efforts are needed to find agreement on a Community patent and effective steps must be taken to develop a network of European centres of research and to facilitate the dissemination and exchange of research findings;

Although the Directive regulates the conditions under which an invention based on biological material may receive patent protection, it does not seek to lay down the conditions under which research itself may be carried out. In other words, the Directive neither replaces nor renders superfluous national, European or international laws which, on ethical grounds, impose limits, bans or curbs on research itself and the use or commercial exploitation of research findings.

With a view, then, to making maximum use of the resources available, increasing the economic spin-offs and thus helping to make European industry more competitive and enhance the quality of life, this framework programme will give priority, in the light of the conclusions of the Edinburgh European Council, to ensuring: - greater integration between national and Community RTD activities, in particular by means of improved coordination of Member States' participation in major international projects and with the research conducted by various European organizations (ESA, CERN, etc.); - closer cooperation between Community RTD activities and those carried out under EUREKA, with particular emphasis on strategic projects which combine the develop ...[+++]ment of key technologies with research which is close to the market; - greater concentration of RTD activity within each sector on a smaller number of problems and generic technologies with a multi-sector impact, particularly in the field of industrial technologies, but also in the field of life sciences and technologies. For the first time research will be conducted in a structured fashion on transport, the problems linked to evaluating technologies, and social issues; - improved dissemination of research findings, in particular to SMEs (networks, European infrastructure for technology transfer, etc.) in order to improve the record of European companies in translating scientific breakthroughs into commercial success.
