The question has been raised whether the obligation laid upon the coordinator to allocate the slots from the pool on a precise 50/50 basis, as provided for in Article 10(6), relates only to the initial allocation from the pool about four months before the start of the relevant summer and winter scheduling seasons, or whether this also applies throughout the scheduling season.
