(1) Telecommunications networks and services are increasingly becoming internet-based infrastructures, with broadband networks and digital services closely interrelated.

The Commission proposes a clear timetable for the introduction of competition in the provision of telecommunication network infrastructure; the second part of the Green Paper will be issued by the end of this year and will deal with the modalities of infrastructure liberalisation.

Telecommunications and information technology With a view to developing a modern, efficient telecommunications network, cooperation will focus on: - information and telecommunications infrastructures (minimum regulatory framework, standards, conformity testing, network interoperability, etc.); - regional infrastructures including links with European networks; - access to services, and - new services in priority fields of application.

The main features are, in appropriate circumstances: (a) where there is a sound financial case, the provision of longer maturities and longer capital grace periods so as better to match the debt repayment required to the cash-flow characteristics of the projects; (b) provision of refinancing facilities to the banks at the outset of a project so that they can be assured that their loans can be refinanced in accordance with their normal maturities; (c) involvement of the EIB in the earliest possible stages of the financial and contractual structuring of a project in cooperation with the Member States and the Commission so that the Bank's involvement and that of the EIF can facilitate the identification of suitable financial arrangements; ( ...[+++]d) an extension of the Bank's normal eligibility rules to provide for the more systematic inclusion of transport, energy and telecommunications network infrastructure irrespective of whether it is located inside or outside the Assisted Areas.

The main lines of action proposed are as follows : - phase complete opening of the terminal equipment market to competition ; - substantial opening of the telecommunications services market to competition with the exception, at this stage, of a limited number of basic services considered essential to satisfy current public service goals ; - the right to cross-frontier provision of services in the Community ; - continuation of exclusive or special rights for the telecommunications administrations (public or private carriers) regarding provision and operation of the network infrastru ...[+++]cture, and recognition of the central role of telecommunications administrations (public or private carriers) in the establishment of future generations of infrastructures ; - clear separation of the regulatory and operational functions of publics or private undertakings managing networks ; - opening-up of the market in satellite ground stations in so far as such equipement should be assimilated with telecommunications terminals rather than infrastructure ; - recognition of the fact that telecommunications tariffs should follow cost trends ; - development of a consensus by both sides of industry to smooth the transitions and take maximum advantage of the development of networks and services to create new jobs ; - fastening of economic development and reduction of the isolation of the outlying regions of the Community through telecommunications ; - establishment of common positions in the various international bodies (GATT, ITU, etc) ; - finally, as regards standardization, the Commission recommends the creation of a European Standards Institute : a small core team bringing together experts from public and private network operators and experts seconded by the industry would substantially accelerate the elaboration of the standards and technical specifications indispensable for an open and competitive market environment and the development of "made in Europe" Information Technolog ...
