It's really hard to sort of look in a crystal ball, but in an ideal world there would be regulations that would be tailored very specifically to the specific circumstances of first nations, either individually or on feasible regional levels where, when you're looking at how water is delivered to a particular area, whether it's one first nation or a series of first nations, you would have regulations that would then match that particular context.
