Lowell Murray: I was going to ask the Honourable Senator Segal and, inferentially, others who have taken part in this discussion, whether a solution might be found by amending his motion by putting a comma after the word " Canadians" and add the words " and that the Committee on Rules, or Internal Economy Committee" , or whatever, " be directed to recommend modalities within a certain time frame" .
