2. Lorsque le titulaire ou le cessionnaire d'un certificat d'importation, d'exportation ou de préfixation apporte, à la satisfaction des autorités compétentes, la preuve, d'une part, qu'un certificat ou un extrait n'a pas été utilisé en totalité ou en partie et, d'autre part, ne pourra pas être utilisé notamment par suite de sa destruction totale ou partielle, un certificat de remplacement ou un extrait de remplacement est délivré par l'organisme de délivrance du certificat initial pour une quantité de produits qui, augmentée de la tolérance le cas échéant, correspond à la quantité disponible.
