Underlines that the European Security Strategy should pay special attention to the Union’s position on issues which the U.S., with its National Security Strategy, seems to interpret differently, followed by an in-depth dialogue, the two major points being currently the legitimacy of the use of military force in the absence of a UN mandate and the concept of preemptive strikes; a broad consensus should be possible in the field of fighting terrorism in the framework of the global coalition set up after the 11 September terrorists attacks; the promotion of democracy and the rule of law should appear as a common objective;
26. souligne que la Stratégie de sécurité européenne devrait accorder une attention particulière à la position de l'Union sur les problèmes que les États-Unis, dans le cadre de leur Stratégie de sécurité nationale, semblent interpréter différemment, et qu'il convient de mener un dialogue approfondi, les deux principaux points étant actuellement la légitimité du recours à la force en l'absence d'un mandat de l'ONU et le concept de frappes préventives; un large consensus devrait être possible dans le domaine de la lutte contre le terrorisme dans le cadre de la coalition mondiale établie après les attentats terroristes d
