One of the elements that influenced our decision to make Recommendation No. 1, the non-derogation clause in the Interpretation Act, was the sense that there was a glissement, a sliding in the writing of interpretation clauses that started out being very straightforward basically saying, ``In case anyone forgot, section 35 applies'.
