If, during the course of an investigation or as a result of information provided to the Commissioner by a person who is not a public servant, the Commissioner has reason to believe that a wrongdoing, or another wrongdoing, has been committed, he or she may commence an investigation into that wrongdoing if he or she believes that the public interest requires it (clause 33(1)).
