Le problème, à mon avis, c’est que nous avons hérité d’un système fondé sur une sorte de caution « bourgeoise » et mutuelle, où chacun est responsable du maintien de l’ordre, sur l’idée que les services de police constituent un bien public et que le simple citoyen est le premier rempart de défense contre la criminalité et l’inconduite.
The problem we have here, I think, is that we've inherited something that is based upon the idea of sort of the frankpledge system and everyone being responsible for their own policing, and the idea of police as a public good, and the notion of the private citizen as being the first defence against criminality and disorder.
