Recalls that the EU has ratified the 2005 UNESCO Convention on the Protection and Promotion of the Diversity of Cultural Expressions and calls on the Member States who have not already done so to ratify the 1970 Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, and the 1950 UNIDROIT Convention on Stolen and Illegally Exported Cultural Objects, which represent important tools for strengthening the protection of global cultural heritage and cultural diversity, as well as the 1954 Convention for the Protection of Cultural Property in the Event of Armed Confli ...[+++]ct and its two protocols, the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage and the 2003 UNESCO Convention for the Safeguarding of the Intangible Cultural Heritage; calls for the harmonisation of legislation and an international agreement on cultural heritage and illicit trafficking;

While concerns exist regarding illegal cabotage operations (that is to say cabotage operations exceeding the three operations possible under Regulation (EC) No 1072/2009, or which do not take place after an international carriage, or longer than seven days after an international carriage), enforcement authorities have generally not been able to substantiate these claims. In the Member States where extensive cabotage checks have taken place, infringement levels were low (1.7% of all vehicles checked in the case of Denmark[32]).

G. whereas several factors such as poverty, lack of development, low levels of state control and law enforcement and the vulnerability of routes facilitate the proliferation of different types of threats to maritime security; whereas those threats can derive both from the behaviours of states interested in disturbing international maritime flows and from the illegal activities of non-state actors, such as transnational crime (e.g. arms or drugs trafficking), international terrorism or piracy, that exploit the weaknesses of a fragmented local, regional and global maritime governance system; whereas legal and illegal activities at sea h ...[+++]ave been growing in number and complexity as a result of this multiplication of actors present at sea making it increasingly difficult to distinguish legal activities from illegal ones; whereas this puts pressure on the EU to invest in a holistic approach in order to address the complexity of transnational challenges, which no Member State can meet alone;
