The Commission will: within a streamlined and enhanced set of financial instruments, aim to help a higher number of beneficiary SMEs through strengthened loan guarantee schemes that will support investments, growth, innovation and research; make EU funding programmes more accessible to SMEs by further simplifying procedures; adopt in 2011 an action plan for improving SMEs’ access to finance, including access to venture capital markets, as well as targeted measures aimed at making investors more aware of the opportunities offered by SMEs; consider adopting a new legislative regime to ensure that by 2012 venture capital funds establishe ...[+++]d in any Member State can function and invest freely in the EU; as requested by the European Council, explore options for setting up an intellectual property rights valorisation instrument at the European level, in particular to ease SMEs' access to the knowledge market.

For example, the Capital Requirements Regulation includes a correcting factor lowering the capital requirements related to credit risk on exposures to small and medium enterprises; the revised Market in Financial Instruments Directive (MiFID) will create dedicated trading platforms labelled "SME growth markets"; the revised Transparency Directive abolishes the requirement to publish quarterly financial information; and the new rules on European Venture Capital Funds and European Social Entrepreneurship Funds create a special EU passport for fund managers investing in start-up SMEs and social businesses.

Possible market failures in SME finance provision must be identified and corrected to further develop the European risk capital markets, to improve SMEs’ access to micro-credit and mezzanine finance and to develop new products and services.

Points out that private equity and venture capital offer interesting alternatives for financing, in particular for start-ups; calls on the Commission to develop additional instruments building on the experience gained with the European Venture Capital Funds and the European Social Entrepreneurship Funds in order to tackle major shortcomings of risk capital markets in the EU, such as the lack of information for investors; believes that the development of a dedicated database to collect, on a voluntary basis, information on SMEs and start-ups could be a useful tool to provide information to investors, thus eventually widening the ran ...[+++]ge of market participants and reinforcing further risk capital markets among Member States;
