[25] As stated in the Communication on the possibilities for incorporating environmental considerations into public procurement cited above, requirements which bear no relation to the product or the service itself, such as a requirement relating to the way in which an undertaking is managed, are not technical specifications within the meaning of the public procurement directives and cannot therefore be imposed.
