(2) Sous réserve du paragraphe (4), le propriétaire ou l’exploitant d’un système de stockage installé avant la date de l’entrée en vigueur du présent règlement et pourvu de réservoirs souterrains à paroi simple d’où fuient des liquides met, sans délai, ces réservoirs et leurs composants hors service de manière permanente conformément à l’article 44 et, dans les deux ans suivant cette date ou, si elle est postérieure, la date où il a connaissance de la fuite, il enlève, conformément à l’article 45 :
