Sur le fond même de la motion, je voudrais dire au ministre que lorsqu'il se targue d'être un libéral avec un L majuscule et que justement le Programme de stabilisation a pour objectif d'aider les provinces qui sont le plus dans le besoin, au cours des dernières années, une province comme l'Alberta, en 1982-1983, a reçu 174 millions et l'Ontario, une province riche, selon les dires mêmes des porte-parole du gouvernement, a reçu 227 millions en 1990-1991 et 284 millions en 1991-1992, alors que, pendant ce temps-là, on refuse au gouvernement du Québec les mêmes conditions M. As regards the very substance of the motion, I would like to say to the minister, who prides himself on being a Liberal with a capital L, that although the stabilization program precisely aims at helping the neediest provinces, these last few years, a province such as Alberta received $174 million in 1982-83, and Ontario, a rich province, according to government spokesmen, received $227 million in 1990-91 and $284 million in 1991-92 while the Government of Quebec was denied the same conditions. Mr. Massé: Madam Speaker, I think that the hon. member of the opposition is confusing the equalization program with the stabilization program.
