We had never experienced something like that in the history of our relationship with the U.S. The normal process would have been that if there were an immigration issue, the individual would be returned either to the point of origin, which in this case, I guess, was Zurich, if he was coming in to the U.S., or to Canada, as Mr. Arar had indicated that he wished to be returned to Canada.
