Si on a un système électoral qui permette la semaine prochaine d'aller chercher, dans un scrutin de ballottage, l'aide des candidats qui étaient derrière le candidat pressenti jusqu'au jour du scrutin, cela pourrait avoir, à mon avis, un effet très salutaire sur la façon dont les candidats se comportent lors de la campagne électorale.

Well, if you have an electoral system where next week you may in fact need the support on the runoff ballot of those who were behind another candidate up until voting day, I believe it would have a very salutary effect on the way people comport themselves in an election campaign.

Je ne veux pas laisser entendre que c'est ce qui s'est produit dans notre propre Chambre des communes, mais selon ce que j'ai pu observer dans le cadre de scrutins de ballottage comme ceux qui ont été utilisés afin d'élire le chef de l'Alliance canadienne — parti dont j'ai été membre avant la création du Parti conservateur du Canada —, la meilleure stratégie à employer au moment d'un scrutin final consiste à descendre en flammes celui auquel on s'oppose.

I don't mean to suggest that has been the result in our House of Commons, but it has been my experience looking at runoff elections such as the ones that were used to determine the leadership of the Canadian Alliance, the party I belonged to before the creation of the Conservative Party of Canada, that the best strategy for a final ballot is to be harshly negative about your opponent.
