43. met en garde contre une sous-estimation des conséquences de la division du travail entre l'Union européenne actuelle et les pays candidats dans le marché intérieur; est convaincu que l'accélération du changement structurel qui s'ensuit profitera aux deux parties (win-win); considère cependant qu'il appartient à l'Europe de résoudre certains problèmes liés à l'intégration du marché - dans certains secteurs ou dans les zones frontalières comme l'a fait le programme intégré méditerranéen lors de l'élargissement au Sud;
43. Warns against underestimating the effects of the emerging division of labour between the current Member States and the candidate countries; is convinced that the accompanying acceleration of structural change will result in a "win-win" situation benefiting both sides; however, regards it as a responsibility of the EU to cushion the effect of market integration problems (e.g. in particular industries or border areas), as was done through the Integrated Mediterranean Programmes at the time of the enlargement to the South;
