E’ proprio a causa di questo problema di confini che noi legiferiamo: quali sono questi servizi, qual è la loro origine e i finanziamenti da stanziare, quali competenze spettano all’Unione, da un lato, e quali rientrano nella sussidiarietà, dall’altro, quali sono le frontiere geografiche tra l’Europa della signora Thatcher e l’Europa del sociale, qual è lo spartiacque in termini di case popolari, occupazione, cura dell’infanzia, assistenza ospedaliera, tra i ricchi che possono rivolgersi al privato e i poveri che non possono farlo?
It is precisely because of this problem of boundaries that we are drafting legislation: what are these services, where do they come from, what budget should be allocated to them, which powers fall under the Union, on the one hand, and subsidiarity, on the other, what geographical boundaries are there between Mrs Thatcher’s Europe and social Europe, what boundary is there in terms of housing, employment, childcare, hospital care, between the rich, who can go private, and the poor, who cannot?
