In tempi di congiuntura molto sfavorevole, intesa come una situazione in cui il divario tra prodotto effettivo e potenziale è compreso tra -4% e -3%, a tutti gli Stati membri il cui rapporto debito/PIL si situa al di sotto del 60% sarebbe consentito, su base temporanea, un aggiustamento di bilancio pari a zero, ossia nessuno sforzo di bilancio, mentre gli Stati membri con un rapporto debito/PIL superiore al 60% dovrebbero assicurare un aggiustamento annuo pari allo 0,25% del PIL.
In very bad times, interpreted as an output gap between -4% and -3%, all Member States with the debt-to-GDP ratio below 60% would be temporarily allowed zero adjustment, meaning that no fiscal effort would be required, whereas Member States with debt-ratios exceeding 60% would need to provide the annual adjustment of 0.25% of GDP.
