In periodi di congiuntura normale, intesi come periodi caratterizzati da un divario tra prodotto effettivo e potenziale compreso tra -1,5% e +1,5%, tutti gli Stati membri con un rapporto debito pubblico/PIL al di sotto del 60% sono tenuti a compiere uno sforzo di risanamento del bilancio dello 0,5% del PIL, mentre gli Stati membri con un livello di debito superiore al 60% del PIL deve procedere a un aggiustamento superiore allo 0,5% del PIL.
In normal times, interpreted as an output gap between -1.5 % and +1.5 %, all Member States with a debt-to-GDP ratio below 60 % would be required to make an effort of 0.5 % of GDP, whereas the Member States with debt levels above 60 % of GDP would need to make an adjustment greater than 0.5 % of GDP.
