2. rammenta che il piano pluriennale relativo ai preparativi per l'allargamento, adottato dall'Ufficio di presidenza il 3 settembre 2001, fornisce in via di principio il quadro indicativo per la preparazione delle previsioni per il 2003; da un lato, accoglie con favore il fatto che le previsioni di bilancio per le misure specifiche siano state ulteriormente ridotte a mano a mano che l'Ufficio di presidenza ha messo a punto e aggiornato la relazione, d'altro lato rileva che l'anticipazione dell'adesione da luglio a gennaio 2004 richiederà un adeguamento del piano pluriennale relativo ai preparativi per l'allargamento nonché l'anticipazione della spesa al bilancio 2003;
