esprime la ferma convinzione che il finanziamento del bilancio dell'Unione debba essere riportato a un vero e proprio sistema di risorse proprie, come disposto dal trattato di Roma e da tutti i trattati successivi; si rammarica profondamente che l'attuale sistema, in cui il grosso del finanziamento proviene dai contributi nazionali, non sia trasparente né giusto, né soggetto a controllo parlamentare a livello europeo o nazionale; sottolinea che un simile sistema viola, nella sostanza, la lettera e lo spirito del trattato;
Firmly believes that the financing of the Union budget should return to a genuine system of own resources, as provided for in the Treaty of Rome and all successive EU treaties; deeply regrets the fact that the current system, whereby the vast majority of the financing comes from national contributions, is non-transparent and unfair and is not subject to parliamentary control at either European or national level; stresses that such a system violates, in essence, the letter and spirit of the Treaty;
