That condition cannot be justified by the wish to ensure that there is a real link between the applicant and the geographic employment market, as it is not inconceivable that a person, who, after completing secondary education in a Member State, pursues higher education in another Member State and obtains a diploma there, may establish a real link with the employment market of that State, without, however, being the dependant child of migrant workers residing in that State.
Cette condition ne peut pas être justifiée par le souci de s’assurer de l’existence d’un lien réel entre le demandeur et le marché géographique du travail, puisqu’il ne saurait être exclu qu’une personne qui, après un cycle d’études secondaires terminé dans un État membre, poursuit des études supérieures dans un autre État membre et y obtient un diplôme, puisse justifier un lien réel avec le marché du travail de cet État, sans pourtant être à la charge de travailleurs migrants résidant dans ledit État.
