The only mechanism Revenue Canada can come up with is that, in theory, the Post Office is empowered to check whether an individual copy of a magazine contains a GST registration number and, if it does not, the Post Office is empowered to hold that magazine and send a postcard to the subscriber telling them to come to the Post Office and pay the GST plus a $5 handling charge.
