This Directive lays down minimum rules concerning the right of access to a lawyer in criminal proceedings and in proceedings for the execution of a European arrest warrant pursuant to Council Framework Decision 2002/584/JHA of 13 June 2002 on the European arrest warrant and the surrender procedures between Member States (7) (European arrest warrant proceedings) and the right to have a third party informed upon deprivation of liberty and to communicate with third persons and with consular authorities while deprived of liberty.

But if there were a request, this could only happen with the consent of the surrendering Member State, the UK in that case. Because pursuant to Article 28 of the Council Framework Decision, a person who has been surrendered pursuant to a European Arrest Warrant shall not be extradited to a third State without the consent of the competent authority of the Member State which surrendered the person.
