(3) The Board may require any party who part
icipates in the pre-hearing conference to file and serve, at any time before or during the pre-hearing conference and in any manner that the Board may determine, a written submiss
ion setting out any information that the Board consi
ders necessary to expedite the proceeding, including a concise statement of any procedural issues or questions on the merits that the party intends to raise at

(3) Le Conseil peut, avant ou pendant la conférence préparatoire, exiger de toute partie qui y participe qu’elle dépose et signifie, de la manière fixée par lui, un mémoire qui contient les renseignements qu’il juge nécessaires pour accélérer le déroulement de l’instance, notamment un exposé concis des questions de fond ou de procédure que la partie entend soulever à l’audience.
