Bien que ces comités n'auront qu'un rôle consultatif, tout au moins dans un premier temps, ils constitueront - en ce qu'ils impliqueront des pêcheurs, des scientifiques et des spécialistes de l'environnement marin - un pas décisif dans la voie de la décentralisation du pouvoir, le retirant à Bruxelles pour le rendre au niveau local. À l'époque où s'écroulent les stocks de poisson, où diminuent les flottes, où disparaissent les emplois, où l'on démantèle les navires, où surviennent fusions et licenciements, une telle initiative ne peut être prématurée et doit être saluée.
