Since then the situation has changed considerably: - Croatia has accepted the principles of the European Union's Plan of Action, presented in November 1993 - one of the incentives for accepting the plan was the extension of the Phare programme to cover Croatia; - Croatia has played an active part in seeking a solution in Bosnia- Herzegovina, it signed the agreement on the Croat-Moslem Federation and it accepted the peace plan put forward by the Contact Group in July.
Depuis, la situation a sensiblement évolué: - la Croatie a accepté les principes du Plan d'Action de l'Union Européenne, présenté en novembre 1993; l'un des incitants du plan d'action était précisement l'extension du programme Phare à la Croatie. - la Croatie a participé activement à la recherche d'une solution en Bosnie-Herzégovine, elle a signé l'accord sur la Fédération croato- musulmane et a accepté le plan de paix présenté par le Groupe de Contact en juillet dernier.
