Both Mark Partridge, adjunct professor at the University of Saskatchewan, and Ray Bollman, a Statistics Canada economist, showed the Committee a map (see Figure 2-3) that demonstrates, among other things, that many rural communities with high incidences of low income tend to stay that way through time.
