2. Une partie qui participe à un accord ou arrangement avec un tiers visé au paragraphe 1, futur ou existant, ménage à l'autre partie une possibilité adéquate de négocier son adhésion à cet accord ou arrangement ou de négocier des accords ou arrangements comparables avec elle dans des circonstances où il y aurait équivalence sur le plan de la réglementation, du suivi, de la mise en oeuvre de la réglementation et, s'il y a lieu, des procédures concernant le partage de renseignements entre les parties à l'accord ou à l'arrangement.
2. A Party that is a party to an agreement or arrangement with a third party such as those referred to in paragraph 1, whether future or existing, shall afford adequate opportunity for the other Party to negotiate its accession to such agreements or arrangements, or to negotiate comparable ones with it, under circumstances in which there would be equivalent regulation, oversight, implementation of such regulation, and, if appropriate, procedures concerning the sharing of information between the Parties to the agreement or arrangement.
