Lorsque le budget n'est pas définitivement arrêté avant le début de l'exercice, les États membres inscrivent le premier jour ouvrable de chaque mois, y compris le mois de janvier, un douzième des sommes prévues au titre des ressources TVA et de la ressource complémentaire, à l'exception de celles destinées au financement de la réserve monétaire FEOGA, et, le cas échéant, des contributions financières PNB au dernier budget définitivement arrêté. La régularisation intervient au moment de la première échéance suivant l'arrêt définitif du budget, si celui-ci a lieu avant le 16 du mois.
If the budget has not been finally adopted before the beginning of the financial year, the Member States shall enter on the first working day of each month, including January, one-twelfth of the amount of VAT own resources, of the additional resource, with the exception of the amounts for financing the EAGGF monetary reserve, and, where appropriate, of the GNP financial contributions entered in the last budget finally adopted; the adjustment shall be made on the first due date following final adoption of the budget if it is adopted before the 16th of the month.
