The involvement of the countries of origin and transit is fundamental, as well as the cooperation of civil society organisations and international organisations operating on the ground, and will be without prejudice to the unaccompanied minors' right to seek international protection in the EU.

4. These Regulations apply to all the lands and lands under water, including public road allowances, adjacent to or in the vicinity of the airport that are situated vertically beneath the approach surfaces and the transitional surfaces, other than such lands as from time to time form part of the airport.

6. A person may erect or construct any building, structure or object or any addition to any existing building, structure or object, the highest point of which will not exceed in elevation the elevation at that point of any approach surface or transitional surface referred to in section 5 that projects immediately over and above the surface of the land at that point but will exceed in elevation the elevation at that point of the horizontal surface, if the highest point of such building, structure or object or addition to such existing building, structure or object, will not extend more than thirty feet (30) above the surface of the land at that point.

(c) the several transitional surfaces each rising at an angle determined on the basis of a ratio of one (1) foot vertically for every seven (7) feet measured horizontally from the outer lateral limits of the strip and its abutting surfaces, excepting thereout all lands lying within the Penticton Indian Reserve No. 1, Plan B.C. 117 (C.L.S.R.), which transitional surfaces are shown outlined in red on the said Plan E.890.

11. We commend the role played on the ground in the Central African Republic by the AU-led International Support Mission to the Central African Republic, together with the forces sent by France and the European Union, to support the transition and encourage the Transitional Authorities to take urgent concrete steps toward holding free, fair, transparent and inclusive elections.

It urges the Transition Institutions to take every possible measure to re-establish State authority over the whole country; it calls upon all protagonists on the ground to show consideration for the population and commit themselves irrevocably to the Transition.
