Considers that the capacity of the candidate countries to call in the appropriations made available and distribute them fairly has been taken duly into account, and that the new Member States must now speed up their planning of programmes for rural areas, so that the appropriations made available in future can be fully taken up straight away with effect from their accession in 2004; encourages accession countries to make full use of all the measures offered by the SAPARD programme; calls on the Commission and the current 15 Member States in this connection to provide adequate technical and administrative assistance to these countries and especially to improve information and training to prepare a reform of agricultural policy towards ...[+++]an integrated rural development policy accompanied by decentralised structural policies, and by closely involving local and regional actors and civil society; stresses the need, even after accession, to supply the full amount of the SAPARD funding guaranteed to these countries in 1999 for the period 2000-2006;
